I think I made it. 
I don't see much emotional Shen around here... expeciatly crying one.
About the scene:
Sun [link] try to kill Shen and steal some ancient scrolls from Phoenix's old lab [link]
After she get, what she want, she and her soldiers set the Tower of Sacred Flames on fire. Lian [link] is wounded badly. Shen believes, she is dead, and later Sun tell the same just to torture and break him. Well... the plan backfires, and Shen set almost whole Mingsen City on fire as revenge.
